Maintenance and Application of Industrial Waste Management Information System of 2020

This project assisted the Environmental Protection Administration in promoting activities concerning the management of industrial waste, performing relevant information system maintenance and providing free consulting services for IWR&MS. The project of this year can be divided into four parts based on their types of work: optimizing the functions of the industrial waste system, expanding the control and update of real-time monitoring system of waste clearance vehicles, providing free consulting hotline services, and data compilation as well as administrative support.
To optimize the system functions, innovative reporting functions were introduced, including services for uploading delivery manifests in batches and app interface designed for manifests. High-technology firms are encouraged to use the system. So far, about 100 thousand pieces of manifest data have been submitted, and the processing time is reduced by 80%. Following policy amendments, transfer process for delivery manifests has been developed, and waste storage during incinerator yearly maintenance as well as the subsequent reporting management measures have been established. In addition, to strengthen and improve the management policy for resource recycling, connection of information on reuse products flow of all ministries was created, and reports recording final destinations and upload functions for recycling permits information of all ministries were established so that all information about recycling permits can be under control. We adopted suggestions from facilities and developed electronic proper disposal documents to achieve paperless operation and optimize the system to improve reporting functions and management efficiency. For the purpose of system function optimization, schedule was reprogrammed for the IWR&MS as had been planned in 2016. The Waste Export-Import management System was reprogrammed by using .NET Framework version 4.5, and reporting page was re-designed as well.
In the expansion of controlling waste clearance vehicles with GPS, the second term of expansion was completed this year. 12,500 clearance vehicles which should be equipped with GPS will be progressively under control in the current operation. Software and hardware platforms after the expansion should continue to be evaluated, monitored and established. In addition, several functions on the GPS system were adjusted, including E-examination operation, trajectory data search and alert areas. Also, it becomes easier for the environmental protection bureaus and facilities to operate the system because the administrative process was streamlined and functions were optimized.
